can my mum survive breast cancer at stage three?

she undergone different kind of laboratory test and it was normal. It appears that her breast cancer is at stage 3. Though it starts to spread to her lungs and her lymp node starts to swell. The doctor told us that she still has the chance to survive but cnt answer us to what is the percentgge of her survival. I am also confuse as to what procedure do we have to follow because different specialized doctor suggests different kind of procedure. Can u clear our mind if what is the best procedure for us to follow? Is it operation first or chemotherapy? Pls help us to understand everything about it.
